Romania Street Dogs

FILE – In this photo taken Monday Sept. 26, 2011, puppies look out from behind wire fencing in a stray dog shelter in Bucharest, Romania. Romania’s parliament has voted to allow for thousands of stray dogs that roam the streets of the capital and elsewhere to be killed. Parliament voted Tuesday Nov. 22, 2011 by 168-111 to pass the controversial law which needs to be signed into law by President Traian Basescu. Local authorities will be able to choose what method is used. The move is likely to anger animal rights groups in Romania and abroad who have lobbied for months against the measure.
